Findings
Alleged Victim (AV) relies on the facility to administer his/her medications. On or about February 5, 2022, AV was coming in and out of the office and was getting on Alleged Perpetrator 2’s (AP2’s) nerves. AP2 was visibly upset and continued to redirect AV. At about 4:30 pm, AP2 crushed medications and put them in a cup of milk and had AV drink the medication. AV does have a PRN anxiety medication for the hours between 9 pm – 2 am, but that was not marked as given. AP2’s failed to provide a safe medication administration system to AV, which is neglect of care and constitutes abuse. The facility failed to provide a safe medication administration system for AV, which is a violation of Oregon Administrative Rules.
