Alleged Perpetrator 2 (AP2) made an harsh verbal comments and roughly handled the Alleged Victim (AV) during a transfer. AP2 is responsible for verbal abuse and neglect. The facility failed to protect AV from harsh verbal comments made by staff and rough treatment, the failure is considered neglect of care and constitutes abuse.
