The Alleged Victim (AV) had pain medication stolen by an unknown individual and this person is responsible for theft of medications, which is considered financial exploitation and constitutes abuse. The facility failed to provide a safe medication administration system resulting in AV's loss of medication which is a violation of resident rights, is considered neglect of care and constitutes abuse.
