Findings
The Alleged Victim (AV) is known to have behaviors during meal times, Particularly, AV does not like his/her plate to be removed until he/she asks. On or about July 19, 2022, Alleged Perpetrator #2 (AP2) grabbed a cup from AV as AV continued to hold onto the cup, AP2 yanked the cup from AV's hand, upsetting AV even more and spilling onto another resident and the floor. AP2's actions are a violation of resident rights, are considered neglect of care and constitute mental/ emotional abuse. The facility's failure is a violation of Oregon Administrative Rules.
