Findings
According to documentation, the Alleged Perpetrator 2 (AP2) was verbally abusive toward the Alleged Victim (AV) and used threatening language in his/her presence. The failure caused AV emotional harm, which is constitutes abuse. The facility failed to protect AV from emotional/verbal abuse, which is a violation of Oregon Administrative Rules.
