Findings
On two separate occasions, Alleged Perpetrator #2 (AP2) had a verbal alteration with the Alleged Victim (AV). AP2 yelled at AV and told him/her to shut up on one occasion, and on the second occasion, AP2 approached AV while AV was trying to discuss the earlier altercation with another staff and yelled at AV not to talk to other staff about the incident. AP2's actions were very attacking towards AV. AP2's actions are a violation of resident rights, are considered neglect of care and constitute verbal abuse. The facility failed to protect AV from verbal abuse, which is a violation of Oregon Administrative Rules.
