Findings
Alleged Victim (AV) relies on the facility for his/her care. On or about November 4, 2022, AV reported four (4) missing figurines from his/her apartment. AV did hear his/her apartment door open and close during the night. The cabinet door was broken, and AV reports it was not broken the day before. It is believed and an unknown Alleged Perpetrator 2 (AP2), may have taken the figurines. AP2’s action is considered financial exploitation, which is neglect of care and constitutes abuse. The facility failed to protect AV from financial exploitation, which is a violation of Oregon Administrative Rules.
