The Alleged Victim (AV) asked Alleged Perpetrator #2 (AP2) to buy an item from the store for AV. AP2 kept AV's change from the purchase completed. AP2's actions are a violation of resident rights, are considered neglect of care and constitute financial abuse. The faciilty's failure to protect AV from financial abuse is a violation of Oregon Administrative Rules.
