- Alleged Victim (AV) relies on the facility to administer his/her pain medication. On or about November 12, 2022, between 5:30 PM and 6:00 PM, AV asked a caregiver for medication to relieve pain in his/her feet. A caregiver reportedly contacted Alleged Perpetrator 2 (AP2) several times who said he/she was busy and didn’t have time to respond. AP2 said AV would have to wait. The pain medication is scheduled for application at 8:00 PM, but it can be applied within an hour window beginning at 7:00 PM. AP2 knowns a schedule medication can be applied one hour before the scheduled time. AP2 failed to provide a safe medication administration system for AV, which is a neglect of care and constitutes abuse. The facility failed to assure a safe medication administration system was provided to AV, which is a violation of Oregon Administrative Rules.
