Findings
On or about January 6,2023, the Alleged Victim (AV) noticed lipstick missing from his/her room. The lipstick was taken by Alleged Perpetrator #3 (AP3, Unknown). AP3's actions are a violation of resident rights, are considered neglect of care and constitutes financial abuse. The facility failure is a violation of Oregon Administrative Rules.
