Findings
Alleged Victim (AV) relies on the facility for his/her care. AV stated Alleged Perpetrator 2 (AP2) borrowed money from him/her for gas money to get back to work the next day. AV had stated the money had not been paid back. AP2 failed to protect AV from financial exploitation, which is neglect of care and constitutes abuse. The facility failed to protect AV from financial exploitation, which is a violation of Oregon Administrative Rules.
