Findings
According to the documentation, Alleged Perpetrator (AP2) used physical force to seat the Alleged Victim (AV) into a chair to prevent them from standing up. The failure resulted in the AV to experience unreasonable discomfort which is a violation of resident rights and is considered physical abuse. The facility failed to prevent physical abuse which is a violation of Oregon Administrative Rules.
