Findings
On or about April 13, 2023, Alleged Victim (AV) declined to take their morning medications. Based on facility documentation and interviews, it was determined that Alleged Perpetrator 2 (AP2) failed to properly destroy AV's narcotic medication and made a falsified statement regarding disposal of AV's narcotic medication. AP2 financially exploited AV by wrongfully taking medications belonging to AV. AP2's actions is considered financial exploitation which constitutes abuse. The facility failed to provide a safe medication administration system which is a violation of Oregon Administrative Rules.
