The Alleged Victim (AV) relies on the facility to provide a safe environment. According to an investigation, Alleged Perpetrator 2 (AP2) handled the AV in a rough manner during transfers, which caused unreasonable discomfort. AP2’s actions are a violation of resident rights, are considered neglect of care and constitutes physical abuse.
