Findings
According to the documentation, the Alleged Perpetrator (AP2) failed to protect the Alleged Victim (AV) from emotional abuse. The failure resulted in the AP2 checking the Avs brief for a bowel movement in the middle of lunch in the dining room surrounded by other residents causing emotional distress and embarrassment to the AV, which is a violation of resident rights and is considered emotional abuse. The facility failed to protect the AV from emotional abuse which is a violation of Oregon Administrative Rules.
