The Alleged Victim (AV) loaned Alleged Perpetrator #2 (AP2), approximately $400.00 with the understanding AP2 would pay h/h back. AP2 never paid AV back and this person is responsible for financial loss to AV, which is considered financial exploitation and constitutes abuse. The facility failed to protect AV from financial exploitation which is a violation of Oregon Administrative Rules
