Findings
On or about August 2023, the Alleged Victim (AV) purchased a burger and soft drink for Alleged Perpetrator #2 (AP2). AP2 accepted this from AV, which is not allowed, as no gifts can be accepted by staff from residents. AP2's actions are a violation of resident rights, are considered neglect of care and constitutes financial abuse. The facility's failure is a violation of Oregon Administrative Rules.
