Findings
On or about August 31, 2023, the Alleged Victim (AV) gave Alleged Perpetrator #2 (AP2) his/her debit card to take AP2's child to the fair. AP2 removed $200.00 from an ATM with AV's debit card. AP2's actions are a violation of resident rights, are considered neglect of care and constitute financial abuse. The facility failed to protect AV from financial abuse, which is a violation of Oregon Administrative Rules.
