Findings
According to the documentation, the Alleged Perpetrator (AP2) failed to protect the Alleged Victim from verbal abuse. The failure resulted in the AP2 standing over the AV and talking loudly to them, causing them to cry which is a violation of resident rights and is considered verbal abuse. The facility failed to protect the AV from verbal abuse which is a violation of Oregon Administrative Rules.
