Findings
According to the documentation, the Alleged Perpetrator (AP2) failed to protect the Alleged Victim (AV) from verbal abuse. The failure resulted in the AV hearing a derogatory remark made by AP2 resulting in the AV experiencing emotional damage and made them cry, which is a violation of resident rights and is considered verbal abuse. The facility failed to provide a safe environment with is a violation of Oregon Administrative Rules.
