Findings
According to the documentation, the Alleged Perpetrator (AP2) failed to prevent the Alleged Victim (AV) from verbal threats of aggression. The failure resulted in AP2 threatening the AV if they continued with their behavior to redirect the AV, which is a violation of resident rights and is considered verbal abuse. The facility failed to provide a safe environment which is a violation of Oregon Administrative Rules.
