Findings
Witness #4 (W4) observed the Alleged Victim (AV) give the Alleged Perpetrator #2 (AP2) his/her debit card, after AP2 handed a note to AV asking for it. AV would then show W4 the note. AV gave money and cigarettes to AP2 multiple times after AP2 asked AV. AP2's actions are a violation of resident rights, are considered neglect of care and constitute financial abuse. The facility's failure to protect AV from financial abuse is a violation of Oregon Administrative Rules.
