- Alleged Victim's (AV's) pain medication is ordered as, administer one (1) tablet by mouth four(4) times a day. It was discovered on multiple occasions Alleged Perpetrator 2 (AP2) logged administering AV two (2) narcotic pills at a time, however AV reports only receiving one (1) pill. AV ran out of pain medications early and pharmacy could not refill as it was too soon, causing AV unreasonable pain and discomfort. AP2's actions are theft of property, which is considered financial exploitation and constitutes abuse. The facility failed to protect AV from financial exploitation which is a violation of Oregon Administrative Rules.
