Findings
On or about February 19, 2024, the Alleged Victim (AV) reviewed video footage in his/her room and found that the Alleged Perpetrator #2 (AP2) took his/her phone charger from his/her room. AP2's actions are a violation of resident rights, are considered neglect of care and constitute financial abuse. The facility's failure to protect AV from financial abuse is a violation of Oregon Administrative Rules.
