Findings
AP1 neglected AV as defined in OAR 411-020-0002(1)(b)(A)(i) by failing to; ensure adequate staffing was present in the facility, failing to ensure that a functional on-call staffing system was in operation, and failing to ensure care staff administered AV's medications as prescribed, resulting in AV experiencing unreasonable discomfort, which is a violation of Resident rights, is considered neglect of care and constitutes abuse.
