Findings
Alleged Victim's (AV's) service plan states AV requires assistance by care staff to order, store, and administer medications to AV as ordered by AV's health care providers. AV was admitted to the hospital due to low blood pressure and was then discharged with a new medication for an appetite stimulant on February 21, 2024. On or about February 28, 2024, AV was to begin a new medication for an appetite stimulant. AV was not given the medication as scheduled during the afternoon medication pass on February 28, 2024, and February 29, 2024, by Alleged Perpetrator 2 (AP2), despite the facility having the new medication on site February 28, 2024. AP2 could not find the medication and did not know the medication was in the facility, so AP2 did not give the medication for 2 days. As a result of the missed medication, AV did not experience a negative outcome or any adverse reactions to not receiving the medication. An investigation determined no abuse occurred, however the facility failed to administer medication as ordered which is a violation of Oregon Administrative Rules.
