Findings
According to the documentation, the Alleged Perpetrator 2 (AP2) failed to protect the Alleged Victim (AV) from financial exploitation. According to the documentation, on or about May 21, 2024, the AP2 entered the AV’s room, took his/her keys, locked their bathroom door where his/her narcotics medications were locked. AP2 exited the AV’s room and left the facility and never returned, which is a violation of resident rights, is considered neglect of care and constitutes abuse. The facility failed to provide a safe environment which is a violation of Oregon Administrative Rules.
