Findings
On or about June 3, 2024, Alleged Perpetrator 2 (AP2) failed to administer Alleged Victim's (AV) 5pm and 8pm medications as ordered. AP2's failure to administer AV's medications as ordered resulted in AV experiencing neuropathic foot pain and unreasonable discomfort. Based on facility documentation and interviews, AP2 completed the Medication Technician Training and signed documentation on May 6, 2024, stating AP2 completed, understood, and would abide by this training. AP2's actions is considered neglect of care which constitutes abuse. The facility is responsible for the supervision, training, and overall conduct of staff when staff are acting within the scope of his or her employment duties. The facility failed to provide a safe medication administration system which resulted in AV not getting his/her medications as ordered which is a violation of Oregon Administrative Rules.
