- According to the documentation, the Alleged Perpetrator 2 (AP2) facilitated the sale of the Alleged Victim’s (AV) vehicle to the Alleged Perpetrator 3 (AP3). On or about March 08, 2024, the AV sold their vehicle to AP3 for $400.00. A later evaluation of the vehicle using Kelly-Blue-Book had determined the vehicle was evaluated at $2,381.00, which is a $1,981.00 difference between the sale price and the evaluation. The AV expressed after the sale that it was a mistake to sell the vehicle for so cheap. The failure resulted in AP3 financially exploiting the AV by facilitating the sale of their vehicle for well below an evaluated price, which is a violation of resident rights, is considered neglect of care and constitutes abuse. The facility failed to protect the AV from financial exploitation which is a violation of Oregon Administrative Rules.
