Findings
Alleged Victim (AV) relies on the facility for his/her care needs. AV manages his/her own funds. On or about August 13, 2024, Alleged Perpetrator 2 (AP2) has asked AV to borrow $40. AV gave AV’s debit card and PIN number to AP2, AP2 then retrieved $40 cash from an ATM and kept the funds and returned the debit card to AV. AP2 understood that it was not okay to accept a loan of any amount from any resident. AP2 failed to protect AV from financial exploitation, which is neglect of care and constitutes abuse. The facility failed to protect AV from financial exploitation, which is a violation of Oregon Administrative Rules.
