- According to the documentation the facility failed to protect the Alleged Victim (AV) from financial abuse. Witness 2 (W2) found the AV’s ID and insurance cards in the toilet cover dispenser in a community bathroom. The AV was aware their wallet was missing but thought it was misplaced in their room. It is documented the AV does not use the community restroom down stairs. It was determined an Unknown perpetrator (AP2) stole the AV’s wallet and took their debit and credit care. AP2 failed to protect the AV from financial abuse, which is a violation of resident rights, is considered neglect of care and constitutes abuse. The facility failed to protect the AV from financial abuse, which is a violation of Oregon Administrative Rules.
