Findings
Alleged Perpetrator 1 (AP1/facility) has provided training to Alleged Perpetrator 2 (AP2) on how to deal with residents who have dementia, hallucinations, and delusional behaviors. AV care plan directs staff to be kind, listen patiently and provide emotional support when AV is upset. AP2 told AV to shut up and to be quiet. AP2 reports raising h/h voice at AV, which is considered verbal/emotional abuse. The facility failed to protect AV from verbal/emotional abuse which is a violation of Oregon Administrative Rules.
