Findings
The Alleged Victim (AV) relies on the facility for care. AV is care planned for same gender care providers whenever possible. According to an investigation, Alleged Perpetrator 2 (AP2), did not follow AV's care plan and engaged in inappropriate sexual contact with the Alleged Victim, resulting in emotional harm and a loss of personal dignity. AP2's actions are considered sexual contact and constitutes abuse. The facility failed to protect a resident from inappropriate sexual contact, which is a violation of Oregon Administrative rules.
