Findings
The Alleged Victim (AV) relies on the facility to provide a safe environment that is free from emotional and verbal abuse. The Alleged Perpetrator 2 (AP2) had a verbal altercation with AV after AV asked AP2 to get their mail and they did not comply. AP2 recorded part of the conversation with AV on their phone without AV's consent. The facility failed to protect AV from verbal and emotional abuse, which is a violation of Oregon Administrative Rule. AP2 failed to protect AV from verbal and emotional abuse, which constitutes abuse.
