Findings
The Alleged Victim (AV) relies on facility staff to ensure resident’s rights. According to an investigation, on or about January 12, 2025, the Alleged Perpetrator 2 (AP2) was observed in a vehicle with the AV. AP2 had their head in the AV's lap and acknowledged they were doing something 'private" when confronted by staff. AP2’s actions are considered sexual abuse and constitutes abuse. The facility did not keep AV free from sexual abuse, which is a violation of Oregon Administrative rules.
