Findings
According to the documentation, the Alleged Perpetrator 2 (AP2) failed to protect the Alleged Victim (AV) from emotional abuse. On or about February 18, 2025, the AV was frequently exiting their room which annoyed that AP2. AP2 then said derogatory statements about the AV leaving their room frequently. The derogatory comments were heard by the AV and other residents in the facility. The AV expressed signs of emotional distress and was placed on alert charting for the distress. The AP2 made derogatory comments about the AV causing emotional abuse, which is a violation of resident rights, is considered neglect of care and constitutes abuse. The facility failed to protect the AV from emotional abuse, which is a violation of Oregon Administrative Rules.
