Findings
On or about March 11, 2025, Alleged Perpetrator #2 (AP2) had an extended interaction with the Alleged Victim (AV) in his/her room. AP2 is seen on video, initiating several hugs, kissed AV on the cheek and initiated several intimate gestures such as stroking AV's hands and hair. AV was unable to consent to this contact, due to his/her cognition. AP2's actions are a violation of resident rights, are considered neglect of care and constitute sexual abuse. The facility's failure to protect AV from sexual abuse is a violation of Oregon Administrative Rules.
