Findings
The Alleged Victim (AV) receives his/her medication to control blood pressure from the facility. On or about August 21, 2025, AV did not receive his/her medication timely from facility staff. AV's blood pressure reading was high at approximately 12:30 pm and AV was not feeling well due to missing the medication. AV should have received his/her medication at 8:00 am. AV received his/her medication at approximately 1:00 pm. Respondent failed to ensure AV received his/her medication timely, causing AV unreasonable discomfort. This constitutes abuse by neglect, as outlined in OAR 411-020-0002(1)(b)(A)(i).
