- On or about November 12, 2025, Alleged Perpetrator 2 (AP2), an employee of the facility, took two of Alleged Victim's (AV) bank cards and began using them at local stores, successfully charging a total of $838. In addition to these fraudulent charges, AP2 reportedly stole $100 in cash and a pair of shoes from AV, a resident of the facility. Witness 1 (W1) obtained video evidence from a local video game store where AV’s card had been used, confirming that AP2 was the individual who used AV’s card at that location. AP2’s actions constitute theft and abuse by means of financial exploitation. Furthermore, the facility failed to provide a safe environment for AV, which is a violation of Oregon Administrative Rules.
