Findings
Alleged Victim (AV) and Witness 1 (W1) have a known history of altercations. On or about December 15, 2025, AV and W1 were involved in an altercation when Witness 2 (W2) got involved and tried to stop the altercation but ended up pushing AV to the floor. W2 got angry because AV was fighting with W1. Respondent failed to provide a safe environment, and to ensure the safety of AV. This constitutes abuse by neglect, as outlined in OAR 411-020-0002(1)(b)(A)(i).
