Findings
The Alleged Victim (AV) and Witness #1 (W1) have a history of altercations. On or about January 12, 2026, AV pushed W1 and W1 pushed AV into the wall and kicked AV while AV was on the ground. AV sustained bruising and a broken finger due to the altercation. Respondent failed to ensure supervision to ensure the safety of AV. This constitutes abuse by neglect, as outlined in OAR 411-020-0002(1)(b)(A)(i).
