Findings
Alleged Victim (AV) relies on the facility for his/her care needs. In the summer of 2025, AV caught AP2 stealing AV's wallet while AP2 was providing care to AV in AV's room. When AV confronted AP2, AP2 denied taking AV’s wallet, offered to help AV look for it and claimed to have found AV's wallet on the floor near AV's [bag]. AV’s recollection of the incident and AP2 description have remained consistent. AP2 failed to protect AV from financial exploitation, which is neglect of care and constitutes abuse. The facility failed to protect AV from financial exploitation, which is a violation of Oregon Administrative Rules.
