Findings
Alleged Victim (AV) relies on the facility for his/her care. AV has exit seeking behaviors triggered by changes in their environment. Alleged Perpetrator 2 (AP2) yelled at AV "Get your Ass in your room, I'm not going to let you talk to my caregivers this way!". AP2 is aware they are not supposed to talk to residents that way but felt they got overwhelmed and didn't have enough help. Staff had observed AP2 being very short and aggressive with other residents that day. AP2 failed to protect AV from verbal abuse, which is neglect of care and constitutes abuse. The facility failed to assure AV was protected from verbal abuse, which is a violation of Oregon Administrative Rules.
