Findings
The Alleged Victim (AV) was complaining to staff about how he/she was spoken to by Alleged Perpetrator #2 (AP2). AV felt angry, sad and humiliated about how he/she was spoken to by AP2, which was in a rude tone and aggressive. AP2's actions are a violation of resident rights, are considered neglect of care and constitute verbal abuse, as outlined in 411-020-0002 (1)(d)(A)(ii). Respondent failed to ensure staff treated residents with dignity and respect, which is a violation of Oregon Administrative Rules.
