Findings
Alleged Victim (AV) relies on the facility for his/her care needs. Witness 4 (W4) reported that AV was missing a gold necklace on or about May 9, 2026. W4 estimates the value of the necklace at approximately $2,000. W4 had installed a camera in AV's room prior to the incident. Video footage from May 5, 2026, at 1:42 PM showed Alleged Perpetrator 2 (AP2) removing AV's necklace and placing the necklace in AP2's pocket. AP2 admitted having taken the necklace and stated they would return the necklace, however, AP2 did not return the stolen necklace. AP2 did not present scheduled interviews regarding the allegation. AP2 failed to protect AV from financial exploitation, which is neglect of care and constitutes abuse. The facility failed to protect AV from financial exploitation, which is a violation of Oregon Administrative Rules.
