Findings
The facility and the Alleged Perpetrator #2 (AP2) neglected the care of the Alleged Victim (AV) as defined in OAR 4110200002(1)(b)(A)(ii) by placing AV in Memory Care because they did not want to deal with AVs behaviors in the Assisted Living Facility resulting in significant emotional harm to AV.
