- Facility failed to keep interior free from unpleasant odors per OAR 4110540200 (4h) Residential Care Facility Building Requirements a residential care facility (RCF), as defined by OAR 4110540005, shall be built to the following requirements and may have individual or shared living units. (4) GENERAL BUILDING INTERIOR. The design of a RCF must emphasize a residential appearance while retaining the features required to support special resident needs as outlined in this rule. (h) The interior of the facility must be free from unpleasant odors.
