Findings
On or about November 23, 2019, Alleged Perpetrator 2 (AP2) spoke in a harsh accusatory manner after finding out that the Alleged Victim (AV) complained to the Ombudsman about AP2, which caused AV emotional distress. AP2’s actions are a violation of resident rights, are considered neglect of care and is considered verbal abuse. The facility failed to protect AV from verbal abuse and retaliation, which is a violation of resident rights, is considered neglect of care and constitutes abuse.
