Findings
On or about February 18, 2021, Witness 1 (W1) witnessed the Alleged Perpetrator 2 (AP2) speaking to the Alleged Victim (AV) in a demeaning and intimidating manner while providing care to AV, resulting in AV feeling afraid after the incident. AP2 admitted to being verbally aggressive, yelling and being “not very nice” towards AV. AP2’s actions are a violation of resident rights, are considered neglect of care and constitute verbal and emotional abuse. The facility failed to protect AV from emotional and verbal abuse, which is a violation of Oregon Administrative Rules.
