According to documentation, the Alleged Perpetrator 2 was verbally abusive to the Alleged Victim on multiple occasions and caused repeated emotional harm. AP2's actions are considered verbal/emotional abuse. The facility failed to protect the AV from abuse after concerns were voiced by staff, which is a violation of resident rights, is considered neglect of care and constitutes abuse.
